The seal features the Roman goddess Virtus (symbolizing Virginia) who is dressed as an Amazon. She has a spear in her right hand and a sword in her left. Virtus has just vanquished Tyranny, who is lying beneath her foot with a broken chain in one hand and a scourge in the other, with Tyranny’s fallen crown nearby. This scene represents the state’s motto, which is written around the bottom of the seal: Sic Semper Tyrannis, which translates to ‘Thus Always to Tyrants’.
